I am sorry for the delay in replying to your letters of the 21st February, 18th March and the 2nd April regarding the incidence charge of the cost of the Military Administrations in certain Far Eastern Colonial territories, subsequent to the 31st March, 1946.
In your letter of the 21st February you refer to Bovenschen's letter of the 11th of October but that letter is based on the assumption that the transfer to Civil Administration would take place prior to the 31st March.
However, we are prepared to consider this question in the light of the Treasury proposal as set out in the first sentence of the second paragraph of James' letter to you of the 24th January, 1946 (S. 50944) with the
emendation that the Colonial Office should take responsibility not merely in those cases in which we have ourselves proposed an extension of the Military Administration, but in which it has been proposed by the Civil rather than the Military side of His Majesty's Government. For the reasons given below, however, I think it will be necessary to make an exception in the case of Sarawak.
2. On the above basis the position would appear to be as follows:-
